Depois de visualizar alguns quadros resultantes do acordo ME/Sindicatos também resolvi fazer um.
Este quadro enquadra-se nos vários decretos-lei que alteraram a estrutura da carreira.
A construção deste quadro baseia-se numa situação sem perdas de tempo de serviço para efeitos de carreira contabilizados sempre a partir do dia 1 de Setembro, com a entrega da avaliação nos prazos previstos e com uma suposição de que o primeiro ano de serviço ou todo o período de contratação fosse o 1ºescalão do quadro (3º escalão atè à entrada em vigor do Dec.Lei 15/2007) .
Este documento entregarei amanhã ao João Dias da Silva, para servir de apoio as negociações. Ainda não tive tempo para verificar falhas. Caso as detectem comentem e avisem-me.
Contas feitas:
No meu caso chegarei na melhor das hipóteses com 40 anos e 1 meses de serviço ao 370, ano de 93.
Nota: a tabela não considera as bonificações por aquisição de graus, quem tem um percurso com perdas de tempo de serviço e sem início a um dia 1 de Setembro terá de fazer as contas para saber a sua data de progressão.
Nota de 17 de Janeiro: Estou a rever esta tabela com as contagens correctas para efeitos de transição. Logo que a tenha disponível faço a sua substituição.
Actualização de dia 18 às 00:40 – Coloquei nova tabela que substitui a anterior.
Actualização de dia 18 às 23:38 – Substituição da tabela por uma nova (ano 87 e 88). Ainda me falta verificar uma situação (ano 86).
Nota de dia 19 às 17:00 – Estou a trabalhar em algumas situações que estão erradas nesta tabela e que já as detectei. Entrei numa fase de experimentação e apercebi-me que contém alguns erros. Coisas simples mas que estão em articulados transitórios e que dificultam um padrão de normalização desta tabela. Tinha como primeiro objectivo contabilizar as perdas totais para a transição entre modelos, que penso estarem muito aproximadas, mas agora que cheguei aqui quero colocar o quadro perfeito.
Actualização de dia 19 às 23:00 – Novo quadro que substitui o anterior e espero que definitivo. As questões transitórias de 4 Decretos Lei dão cabo da cabeça de qualquer um.
Actualização de dia 21 às 18:00 – Novo quadro. Já não garanto que seja definitivo tantas as vezes que na prática se descobre mais alguma coisa.

Não detectei quaisquer erros. Revi a situação dos docentes (O meu caso) que não transitando para o antigo 6º escalão por faltarem três meses antes do congelamento e depreendo que por isso na sua tabela aparece o índice 188 seguindose o 205 e já em 2008 novamente o 188, por que sim houve docentes que ainda transitaram a 2005 e outros como eu que só o fariam em 2008, contudo esse escalão sofreu o acréscimo de um ano mais de duração (5 anos) pelo que só em 2009 se conseguiu perfazer os 5 anos de permanência nesse escalão (já 2º) para passar para o 3º, com a agravante de ter de esperar pelos resultados da avaliação do desempenho (só em Dezembro de 2009. Assim com este acordo não só terei de realmente trabalhar 42 ou 43 anos para atingir o topo já com 64 anos, a um ano da reforma (isto se Deus quiser, e no qual não confio) como também em nada se beneficiou com esse acordo pois com 15 anos de trabalho efectivo( já retirado o período de congelamento) encontro-me, só agora no 3º escalão e nele terei de permanecer mais 3 anos ou seja ,com 18 anos de serviço efectivo estarei ainda no 3º escalão. Outros com treze anos estarão no 4º escalão… Isto será um acordo para quem?
O meu caso não está a bater com a tabela, embora tenhas ressalvado que a mesma não contempla casos de aquisição de graus. Começei em 1 set 92-93, fui bonificada em 2004 com 4 anos de serviço por conclusão de mestrado, mas como assim transitaria 2 escalões no mesmo ano, fui obrigada a esperar 1 ano. Contudo, penso que não me podem tirar esse ano em termos de contabilização de tempo de serviço. Em Abril 2008 a secretaria da minha escola, aquando dos cálculos para a transição na carreira segundo o 15/2007, informaram-me que transitaria ara o 5º escalão em finais de Dezembro de 2009. Como a duração do 4º escalão não mudou entre o 15/2007 e o 270/ 2009 espero que mantenham as mesmas contas. Começo a pensar que me querem retirar 1 ano de serviço (dos quatro da bonificação).
Pensei que bastava somar 4 anos ao meu tempo de serviço e procurar na tabela que fizeste, mas não me bate certo. Estarei a ver mal?
Segundo a tabela que estou a elaborar deverias ter subido ao indíce 205 no dia 28 Agosto de 2004. Como não é possível subir dois escalões ao mesmo tempo pela aquisição de um grau e a lei determinava a obrigatoriedade de permanência de 1 ano no escalão, pelas minhas contas e sem teres perdido em algum momento da tua carreira tempo de serviço deverias ter mudado ao indíce 218 no dia 27 de Agosto de 2005 com efeitos ao dia 1 de Setembro de 2005. (2 dias antes do congelamento)

Olá. Subia para o índice 205 a 1 de Set 2004 (progressão normal), mas entretanto, e depois da comunicação desta data pela escola, recebi o ofício da DREC a dizer que passava para o índice 205 com efeitos a 1 Julho 2004 (quando terminei o mestrado) e que transitaria ao índice 218 a 1 Julho 2005 (o ano que fui obrigada a estar no 6º escalão. Em Abril de 2008 fui à secretaria tratar da transição e depois de alguma leitura de legislação e argumentação minha, chegou-se à conclusão que apesar de ter estar parada um ano, não me poderiam tirar um ano (efectivamente 10 meses) da minha bonificação só por ter tido o azar de progredir normalmente no mesmo período em que me foi concedido a bonificação. Assim, a data de progressão para o índice 235 seria 27 de Dezembro de 2009. Esta data parece-me correcta.
O problema colocou-se agora com a saída do 270/2009. Querem fazer novamente as contas para todos e suspeito que vão tentar novamente retirar-me os 10 meses de serviço. E o 5º escalão está sujeito a vagas…

Por cá não tivemos esse tal 1.º ciclo avaliativo, fomos todos avaliados administrativamente com Bom nos últimos dois anos lectivos.
Pelo que julgo saber, o descogelamento da progressão nas carreiras deu-se a 1-1-2008.
Com base nestas premissas, julgo que progredi ao 3.ºEscalão em inícios de Janeiro de 2009.
Estarei certo no meu raciocínio?

O decreto Lei 270/2009 só foi publicado em 30 de Setembro.
Até esta data a duração do 2º escalão era de 5 anos. Só a partir daí foi reduzido para 4 anos o tempo de duração do 1º, 2º, 3º e 4º escalão.
A ultima vez que progredi foi em Fevereiro de 2008, estou no antigo nono escalão, com o indice 299. Quando se efectuará a nva mudança? Obrigado pela atençao.

Esta tabela fiz para os que estão abaixo do indíce 245, pois o que o acordo prevê para estes docentes é a manutenção no indíce onde estão. Tudo o que seja igual ou superior ao indíce 245 está escrito de forma apressada e pouco fidedigna no acordo de princípios.
Acho que deves aguardar pelo fim das negociações de forma a teres a tua situação esclarecida.
Contudo o que o acordo refere no ponto 41 é que precisas de ter 6 anos no 299 para subir ao 340, ou seja Fevereiro de 2014.

Em 2005 progredi por tempo de serviço para o 8º escalão e, progredi também, para o 9º escalão por aquisição de grau a 01-07-2005, tendo tido uma bonificação de 3 anos e 6 seis por ter terminado o Mestrado (aplicação do nº 2 do artº 110 do ECD). Nesse contexto, progrediria ao 10º escalão em 01-01-2010. Com a alteração do ECD, encontro-me posicionada no 8º escalão, índice 299. A minha dúvida prende-se com o facto de não saber se, com o congelamento da carreira em finais de julho de 2005, os seis meses de bonificação que tinha por usufruir (por aquisição de grau) podem ser contabilizados neste momento e, quando é que deverei progredir de escalão. Pelas minhas contas contabilizei 3 anos 6 meses e vinte e sete dias de serviço desde 2005 até 20017. Subirei de escalão este ano? O meu raciocínio está correto?
